Franklin was worried about The United States safety with Germany and Japan but pressured to sat out of the war. The President struggled to find a way to help Britain and France and in July 1940 Adolf Hitler began threatening Britain. The same year Roosevelt gained approval from congress to interfere in the war, enabling Roosevelt to draft men into war. Roosevelt formed a personal relationship between Prime Minister Winston Church of Great Britain. In September of 1940 Roosevelt lent 50 U.S destroyers to Britain. World War 2 formed many jobs for Americans and by the end of 1940 almost everyone had jobs. When Hitler attacked Poland in 1939, Roosevelt stated that, although the nation was neutral, he did not expect America to remain inactive in the face of Nazi aggression. Roosevelt tried to make American aid available to Britain, France, and China. Roosevelt moved to create a "grand alliance" against the Axis powers through "The Declaration of the United Nations".
